Report from the Parliamentary Team

2019 was a very busy year for the PCB Parliamentary Team. There was one proposed change to the PCB Bylaws which was defeated. It was described in detail in the last issue of The PCB Advocate. There were also five resolutions. which I will summarize in this article.

Resolution 2019-01 dealt with the accessibility of information by service providers and is printed below in its entirety.

ACCESSIBILITY OR INFORMATION BY SERVICE PROVIDERS

Submitted by Shirley Brotman President, Philadelphia Regional Chapter

WHEREAS, nonprofit and governmental entities which provide services to members of the blind, visually impaired, and deaf-blind communities in the Commonwealth of Pennsylvania provide essential services which enhance the lives of these individuals; and,

WHEREAS, effective communication of the details of these entities’ services to current and potential clients is essential in order for them to make appropriate decisions; and,

WHEREAS, these entities continue to offer significant amounts of information to current and potential clients only in printed form, which is inaccessible to many people who are blind, visually impaired or deaf-blind;

NOW, THEREFORE BE IT RESOLVED, by the Pennsylvania Council of the Blind in convention assembled on October 20th, 2019 at the Crowne Plaza Harrisburg-Hershey, in Harrisburg, Pennsylvania, that PCB strongly encourage all nonprofit and governmental entities which provide services to members of the blind, visually impaired, and deaf-blind communities in the Commonwealth of Pennsylvania, to assure that written communications are provided to each current and potential client in his/her preferred alternative format, including, but not limited to, braille, large print, audio, and electronic formats; and,

BE IT FURTHER RESOLVED, that, upon its adoption, PCB provide a copy of this resolution to all nonprofit and governmental entities which provide services to members of the blind, visually impaired, and deaf-blind communities in the Commonwealth of Pennsylvania of which it is aware, including, but not limited to, Associated Services for the Blind, Bureau of Blindness and Visual Services, Intermediate Units, and Pennsylvania Association for the Blind member agencies as well as the Secretary of Labor and Industry.

After a lengthy discussion, Resolution 2019-01 was passed. I would like to thank Shirley Brotman for submitting this resolution and working with the team to prepare it for presentation.

At last year’s convention, the team was instructed to develop resolutions for volunteer groups who assisted attendees at the convention. Resolution 2019-02, directed to the Harrisburg Area Rotary Clubs, was such a resolution. Since this resolution will serve as a model for future resolutions directed at various volunteer groups, I am printing it below for your reference.

WHEREAS, the success of the annual PCB Conference and Convention is greatly enhanced by volunteer support from community organizations; and,

WHEREAS, volunteers often provide assistance with such tasks as guiding people to various locations in the hotel and exhibit hall, helping conference and convention attendees at the bus/train station with baggage and connecting with ground transportation, assisting at meal functions with such tasks as locating a table, going through buffets and getting drinks from the bar, and other incidental tasks; and,

WHEREAS, Rotary Club of Harrisburg, Rotary Club of Colonial Park, and Rotary Club of Harrisburg Keystone provided invaluable volunteer support at the 2019 PCB Conference and Convention;

NOW, THEREFORE, BE IT RESOLVED, by the Pennsylvania Council of the Blind in convention assembled on October 20th, 2019 at the Crowne Plaza Harrisburg-Hershey in Harrisburg, Pennsylvania, that the Pennsylvania Council of the Blind express its sincere thanks and appreciation to Rotary Club of Harrisburg, Rotary Club of Colonial Park, and Rotary Club of Harrisburg Keystone for providing volunteer support at the 2019 PCB Conference and Convention.

BE IT FURTHER RESOLVED, that a copy of this resolution be sent to Rotary Club of Harrisburg, Rotary Club of Colonial Park, and Rotary Club of Harrisburg Keystone in order to express sincere thanks and appreciation to all the volunteers for their hours of service.

There were three remaining courtesy resolutions. Resolution 2019-03 thanked conference and convention planners. Resolution 2019-04 expressed PCB’s appreciation to the hotel staff and management for their role in making our conference and convention a success. Finally, Resolution 2019-05 was a courtesy resolution for dart event spotters in which PCB expressed its sincere gratitude and appreciation for the kind and generous gift of their time and expertise.

Finally, I would like to thank all the members of the 2019 Parliamentary Team for their many hours of hard work. They include: John H. Luttenberger III, Fran Sine and Mike Gravitt. In addition, the Parliamentary Team would like to thank Sue Lichtenfels, Shirley Brotman, Tom Burgunder and Tony Swartz for their help with this year’s resolutions as well as Al Pietrolungo for his submission of the proposed Bylaw change which was presented at this year’s Conference and Convention.
