BBVS Seeking Public Feedback

Once again, as in previous years, the Office of Vocational Rehabilitation’s (OVR’s) Bureau of Blindness and Visual Services (BBVS) will be holding public meetings this spring to garner feedback from consumers, advocates, interested organizations, and other stakeholders. The difference, though, this year is that there will be no state plan under evaluation. The reason for this, according to a BBVS administrator, is that due to the passage of the Workforce Innovation and Opportunities Act (WIO), where the Rehab Act is housed, the new state plan is going to be a combined state plan. OVR and the CareerLink system will be working on and submitting a joint state plan some time early next year. The Rehab Services Administration has therefore asked OVR not to submit a 2016 state plan until a joint one between OVR and CareerLink can be developed. The drafting of this combined state plan will likely occur next fall, at which time there may be a more informal opportunity for public comment.

As a result, this year’s round of BBVS public meetings will address changing services and customer needs. Meetings will include discussion of what impact the WIO has on OVR/BBVS services. Facilitators will also review and take comment on the Comprehensive Statewide Needs Assessment that is conducted every three years. As always, comments regarding BBVS’s existing services, including Vocational Rehabilitation, Business Enterprise Program, Specialized Services for Children and Adults, and Independent Living Services for older persons who are blind, will be accepted.

The scheduled public meetings are listed below. For additional information, reasonable accommodation requests, or alternative format requests, please call the BBVS District Office conducting the public meeting you wish to attend. Written comments may be submitted by mail to the appropriate district office serving the area in which the individual/organization member resides. All written comments must be received no later than 5:00 p.m. Friday, April 24, 2015. In addition, a conference call or web collaboration will be available for people to participate in the meeting via their phones and/or computers. Please contact your local district office for details.
